Project HSE Site Manager

PURPOSE

The Project HSE Manager is responsible for managing and executing environmental, health, and safety programs for specific projects from mobilization through completion. This role ensures project compliance with federal, state, and local regulations, as well as company policies, while supporting safe work practices, reducing risks, and protecting workers, the environment, and surrounding communities. The Project HSE Manager serves as the primary HSE point of contact for project teams, contractors, and clients.

DUTIES AND RESPONSIBILITIES

  • Develop, implement, and oversee project-specific HSE plans, policies, and procedures.
  • Monitor project activities to ensure compliance with OSHA, EPA, and other applicable regulations, as well as client requirements.
  • Conduct project hazard assessments, risk analyses, and site inspections to identify unsafe conditions and drive corrective actions.
  • Lead safety orientation and training for employees, contractors, and visitors entering the project site.
  • Facilitate toolbox talks, safety meetings, and HSE communications tailored to project activities.
  • Support project leadership with incident investigations, root cause analysis, and follow-up on corrective and preventive measures.
  • Maintain HSE documentation, including permits, inspection reports, and regulatory submissions for the project.
  • Collaborate with contractors, subcontractors, and project managers to integrate HSE practices into daily operations and schedules.
  • Track and report project-level safety performance metrics and provide updates to senior management and clients.
  • Serve as a liaison with regulatory agencies and clients regarding project HSE matters.

REQUIRED EDUCATION AND WORK EXPERIENCE

  • Must live within 50 miles of Linden, NJ.
  • 10+ years of HSE experience in a project-based or field safety management role.
  • Strong working knowledge of OSHA, EPA, DOT, and relevant state/local safety and environmental regulations.
  • Demonstrated ability to manage HSE programs in construction, oil & gas, energy, or industrial project environments.
  • Experience conducting site audits, inspections, and incident investigations.
  • Excellent communication and leadership skills with the ability to influence contractors and project teams.

PREFERRED EDUCATION AND WORK EXPERIENCE

  • Professional certifications such as CSP (Certified Safety Professional), ASP (Associate Safety Professional), CHST (Construction Health and Safety Technician)
  • Experience managing HSE for large-scale, multi-phase construction or industrial projects.
  • Familiarity with client-specific HSE requirements and contractor management systems.
