Millennium EMS Solutions Ltd.Millennium EMS Solutions Ltd. (MEMS) is committed to implementing and maintaining a vigorous Health, Safety & Environment (HSE) Management System. This is a challenging position as the Manager, HSE, is responsible for maintaining and continual improvement of HSE at MEMS’. The strategic components of the HSE position include tactical planning, implementing safety objectives that integrate into MEMS business plans, development of programs such as Behaviour Based Safety, employee engagement activities in safety and the overall development of safety-conscious culture.
The Manager is tasked with ensuring the HSE management system is scalable to accommodate anticipated growth and has a strong profile aligned with MEMS strategic objectives and business plan. The incumbent should migrate project safety implementation from a process-driven approach to a critical thinking approach that seeks to leverage methodologies that balance client needs and improve business value and project risk. This is primarily an office position; however, there will be a requirement to travel between MEMS offices and worksites (approximately 30% of the time).
- *Key Responsibilities**:
- Oversee continual improvement and provide direction to the HSE management system function within the company
- Oversight of the COR requirements in the jurisdictions in which MEMS operates and compliance with all federal, provincial, and territorial regulatory requirements. This includes the COR audit requirements.
- Develop policies and procedures to improve risk management as it relates to eliminating project safety risks.
- Interaction and compliance with client-based safety systems and tracking tools such as ISNetworld, ComplyWorks and others.
- Responsible for ensuring that MEMS has a full suite of safety records, analyzes trends, reports on statistics, and manages non-compliance and that these records are accessible to the senior management team and that they are managed following MEMS document requirements.
- Manage MEMS' safety event management system including property loss or damage, near misses, hazard/accident investigations and reporting. Responsible for ensuring closure of events including corrective and preventative actions are completed.
- Assist project managers and staff in understanding applicable regulations and standards, including guidance on handling compliance, inspections, and investigations.
- Prepare and conduct regular safety meetings, including monthly corporate-wide safety meetings.
- Support emergency response and crisis management following MEMS guidelines.
- Develop corporate and divisional HSE personnel to ensure self-sufficiency
- Prepare and present management reports related to HSE performance or other HSE matters of importance (audit reports, quarterly reports, situation reps, etc.).
- Set and effectively manage a comprehensive HSE budget; develop a list of HSE projects/initiatives, establish priorities and implement a program management approach to execute on chosen mandates; recognize the need to juggle priorities to reflect the changing urgency of HSE requirements within a multiple jurisdiction setting.
- Review safety and quality requirements for MEMS Independent Contractor Agreements (ICAs) and vendors.
- Work with project managers and client team leads to communicate corrective actions.
- Conduct inspections and audits, identify hazards and health and safety concerns to ensure that established controls and procedures are being used correctly, document any items or areas of concern, and develop action plans for timely resolution of issues and problems, and follow-up as needed.
- Ensure that there is a record maintenance system in place for all records relating to health and safety matters for MEMS. Maintain records using appropriate records retention guidelines and schedules.
- Develop and deliver health and safety-related courses and training to ensure that MEMS employees are knowledgeable and competent to perform all assigned tasks safely.
- Liaise with and assist other departments, such as People & Culture (for staffing changes and employee orientations), Equipment Centre, Finance and Executive Offices (for budgets and policy changes) and other departments concerning special projects as needed.

- *What You Bring**:
- Relevant College Diploma or Certificate is required, preferably in Occupational Health and Safety related field.
- A minimum of 10 years safety related experience.
- Completion of National Construction Safety Officer (NCSO) is required.
- CRSP designation or eligibility for a CRSP designation.
- Must be able to meet the requirements of site access as dictated by our clients, this may include pre-access drug, alcohol and fitness testing, and
- Possess a valid, non-GDL Class 5 Drivers license
